Programme de perfectionnement linguistique (French language improvement programme)

The Programme de perfectionnement linguistique (French language improvement programme) or PPL, was created to support teachers who wish to improve their French language skills. It is also offered to students in the Bachelor of Education program at the University of Prince Edward Island (UPEI).

The level of French oral proficiency required to teach French as a second language (FSL) is as follows:

  • Core French - advanced level
  • French immersion - superior level

The program pairs a candidate with a mentor. The two meet regularly to discuss current affairs, education, hobbies and other concrete and abstract topics.

There are two sessions for which interested parties can register:

  1. During the school year: 1 hour with the mentor per week
  2.  During the summer: 3 hours per week.

Although the program offers support in writing, the main focus is on developing oral communication skills.

The Ministry conducts an evaluation called the Test de compétence orale (TCO) before and after the PPL session. Results are communicated directly to the school board after the participant has completed the program.

Targeted Results

The program provides the majority of participants with the extra support they need to take their language skills to the next level, especially if they have been at the same level for some time.
In 2023-2024, 19 mentees out of 28 (68%) were able to increase their level. One mentee was able to progress from advanced plus to advanced level, giving them the competency required to teach in French immersion.
In the same year, 9 out of 28 mentees (32%) remained at advanced or advanced plus level.

  • Financial incentives should be considered to reward mentees who meet program requirements.

  • To align expectations and requirements for language proficiency, given that models differ from one province or territory to another. This would create efficiencies and help professionals to be well informed before considering a move to another province or territory to teach.
